Although there are a number of utilities to do this from a generic MSFS 2020 airport file, this utility does so for a generic MSFS 2024 airport file. First run MSFS2024 in Developer Mode. Go to the Tools menu and open the Virtual File System (VFS) Projector. Start the Projector and run BGL2XML. You may then point to either a BGL file, an APX file (BGL files that contain multiple airports within a geographic area) or run the VFS Projector to se a list of all the generic airports. If you do the latter, then search by ICAO code. When finished, close MSFS 2024.
To use the XML, in MSFS 2024 Developer Mode create a new generic airport project with the same ICAO code, such that it overrides the generic airport. Close MSFS 2024. Replace the <ICAO Code>.xml file in the project's Scenery folder. Then run MSFS 2024 and open the project. You now have a project that contains all the elements of the generic airport file.
Caution, there still may be bugs, so please report them. The download is a zip file that contains an instruction file, a Command Line Interface (CLI) version and a Graphical User Interface (GUI) version. The GUI version is recommended for extracting one or more airports. The CLI version is handy for batch mode processing. The utility was tested on Windows 11 with MSFS 2024 SU7. The utility is a compiled EXE file and was written in Python with the assistance of ChatGPT. Many thanks to Dick (@rhumbaflappy) for his tireless testing and debugging help.
Note: The utility will not work on NAV, OBX files, nor will it work on MSFS 2020 APX files. It will also not work on Asobo's encrypted handcrafted airport BGL files. Also, please do not violate Intellectual Property rules when using this utility.
