Easy enough to generate one. With FSUIPC4 installed (it doesn't need registering), enable Weather logging, then use any FSUIPC-using weather program, or my own WeatherSet2, to create multiple cloud layers for a specific weather station, so that it gets sent to FSX and logged. Check the FSUIPC4.Log file. Here's an example with four cloud layers made that way:

You can see the multiple wind layers, then the single visibility layer, then the multiple cloud layers (emboldened), then the multiple temperature layers, and finally the QNH. Maybe you've been getting the ordering wrong? It is quite critical I think.
