Nope, that is impossible. When placing the photo with the old techniques of FSSC, you can not get your XML style AFCAD scenery to show on top. You would have to make all these elements in FSSC as well.
Another option, following the Fs2004 techniques, would be to place the photo using the mesh techniques. In that case it is displayed below the XML scenery. But the resolution of these mesh techiques is limited to 4.8 meter per pixel, so that might not be what you are looking for for your airport.

GMax won't help you here, as any GMax object will also be on top of the AFCAD elements. The only way to get something below the AFCAD scenery is using the mesh techniques. This can for example be done with SBuilder.

arno said:Yes, that should be possible, although I do not understand what you mean here. Are you not designing most of this in FSSC? That creates 1 BGL file as far as I know.
Just by setting the layer number correct, you can also layer things that are in different BGL files.
