Putting the filename I gave you into the avsim file search brings it up immediately!
Put the library bgl in FSX\Addon scenery\scenery and add it as a library in ADE. The objects in the library can then be used directly. You don't need to use the rwy12 utility at any time with this process.

You may like to try downloading the file esdg_ramplight_rwy12.zip at avsim. Place the object library into Addon Scenery\scenery and the textures into the texture folder.
Although designed for FS9 they can be imported as an object library in ADE (Version 1.30) and they do work - there is a slight glitch in that the lamps actually appear to be on during the day but it is a reasonable compromise accepting that they do light up the ramp quite well during dusk, night and dawn. No ground lighting is seen during the day.
