I created some effects for marine lights using Type=19 and attached them to models by MCX.
I placed these models with ADE9 in a scenery (without creating a lib).
All worked fine, even if I fly from another airport 80nm away to this area.
The only strange thing was the "Rate=" which did not work like the FS2004 SDK said.
I had to use 0.25 for 12sec, 0.50 for 6sec, 1.00 for 3sec and so on to get correct rates in FS9.
(in MCX the visual rates were 3x faster, but thats not a problem for me)
Now I have read I should use Type=25 for lights, but now all timings are different.
So I stay at "Type=19" until I run in problems or somebody can tell me a good reason to use "25"
