Unless I'm mistaken, you can't attach an effect to just any piece of scenery (which is I think your question).
For example ... I don't think it's possible to add the EmergencyLights.fx to any old vehicle scenery (again, maybe I'm doing it wrong, but I don't think it works.)
The scenery must contain a specific attach point designed in from the start before you can attach an effect to that scenery in a meaningful way. One of the SDKs had a list of all scenery with attach points and the attach point names of those points.
In Palm 90, I tried attaching a fire effect to scenery which had no attach points ... using the attachpt_GenericEffect method. Didn't work very well. In Earthquake!, I abandoned that method.
