I see this sometimes in 64-Bit
SBuilderX version 3.14 under Win-7 as well.
I also find that it usually resolves after disabling and re-enabling view of the background map tiles as MOUSY suggests.
IMHO, it is a good idea to reduce the desired aerial imagery / map tile download selection area Zoom to a lower level in the
SBuilderX work-space, then incrementally zoom back up after allowing all tiles to completely download, before activating the Add Map > From Background feature at the highest desired zoom level.
This allows
SBuilderX to '
pre-capture' the desired tiles within the tile folder chains on disk, so that one is essentially gathering the desired tiles from disk during the apparent "Add Map > From Background" process.
In rare cases, we may see Google 'obfuscating' the tile download process in a map area where there is a lot of repeated download activity by several different users and/or a lot of download activity from the same user at a recurring IP address from one's computer.
If a restart of
SBuilderX and re-opening of a saved project does not resolve this, try deleting the tiles sub-folder chains via:

As a last resort, although this is rarely needed to correct a "IP address black-listing" problem compared to years ago, one can:
Power off your computer, followed by a power off of your modem / router; then power up the modem / router again; next, after a minimum of a 1-minute wait, power your computer back on.
This should force a change of one's internet provider allocated IP address (on the
WAN aka 'internet' side of the NAT / firewall "partition" and
not on the
LAN side ...of one's modem / router).
In even more rare cases, depending on what type of local broadband DHCP server "IP caching" system is used by your internet provider, you may still need to log into the mini web server GUI of your modem / router and find the internet connection 'status' page, then manually force a disconnect and reconnect (if necessary,
repeatedly) so that your displayed "WAN-side" IP address finally
changes.
Then you should no longer have a black-listed IP address via the TCP/IP connection used by the
SBuilderX tile downloader.
